So Carter says she's Level Three Advanced

Carter says her hand-to-hand skills are level three advanced. Anybody know where I can find out what that actually means? The closest thing I could find in a quick search was the Wikipedia entry on Army Combatives where Level 3 was listed on Train the Trainer - that looks pretty freakin' advanced, since they only expect there to be one person of that level per battalion...

I've looked this up in the past, and I'm pretty sure I came to the conclusion "They totally made it up." I haven't looked recently, but if I recall, the combatives program you're referring to wasn't even in use in 1997.

Perhaps the answer is there somewhere, and I just missed it, but I spent probably three or four hours on this a few months ago and came up empty-handed, leading me to just, um... Define it in the way that was most useful to my story, lol.
